It was the perfect start for, Forest who won their first match in 10 on Tuesday, having dropped from second spot at the start of February to outside the top six.
But Norwich, who are unbeaten at Carrow Road in 2011, fought back well. Soon after forward Simeon Jackson fired his snap-shot over the bar, team-mate Holt gave the Canaries the lead.
The former Forest man, who passed a late fitness test, appeared to use Guy Moussi for leverage before nodding in David Fox's free-kick at the far post - his 22nd goal of the season.
Midfielder Lewis McGugan, who earlier in the season had led Forest's charge with some spectacular goals, was conducting the visitors' attacks and he was unlucky not to score when his strike from a tight angle was cleared by Canaries defender Zak Whitbread.
Nottingham-born McGugan then danced past a couple of challenges in the area to set up Moussi, whose shot rebounded off Ruddy's right-hand upright.
Moments after that miss, Norwich took the lead. Holt, who pulled the strings for the home side, played a beautifully-weighted ball for Surman who drifted the wrong side of Moussi before placing his left-foot strike past goalkeeper Lee Camp.
Forest should have equalised before half-time but David McGoldrick scuffed his volley as he attempted to convert McGugan's floated free-kick.
Norwich had chances to extend their lead shortly after the break when Surman fired wide from the left of the area and Jackson had a firm low shot thrusted away by the boot of Lee Camp.
